Client: Agricultural Finance Initiative / Development Partners ( CARE Somaliland/Denmark)
The SAMIR Fund engaged Saytuun to address limited access to affordable financing across the agricultural sector. Smallholder producers and cooperatives faced constrained growth due to fragmented financing systems, weak linkages between stakeholders, and underutilised capital—hindering productivity, resilience, and value chain development.
Saytuun designed and operationalised a blended finance facility to unlock capital and strengthen the ecosystem. This included a financing model integrating catalytic and private capital, a clear governance framework, strengthened linkages across the value chain, and targeted capacity building to ensure sustainable fund management.

Client: Berbera Municipality & VNG International
Berbera Municipality engaged Saytuun to address limited coordination between government and private sector stakeholders, which constrained investment, business climate improvements, and local economic growth. The absence of structured dialogue and shared planning mechanisms limited alignment and effective implementation.
Saytuun established a structured Public–Private Dialogue platform to strengthen collaboration. We conducted a business climate assessment to identify key constraints, delivered targeted training on Local Economic Development and investment facilitation, and supported the development of a participatory economic development strategy jointly owned by stakeholders.

Oxfam engaged Saytuun to address critical gaps in SME investment readiness. Impact-driven enterprises faced structural constraints, including limited access to finance, weak financial management systems, and business models that lacked resilience to climate and market shocks—limiting their ability to attract investment and scale sustainably.
Saytuun delivered a structured advisory programme combining enterprise diagnostics, business model refinement, and investor engagement. We assessed SME performance across financial, operational, and strategic dimensions, strengthened financial planning, integrated climate-resilient practices, and facilitated targeted investor linkages to improve market positioning.

Oxfam reached out to us to help them address barriers limiting women’s participation in private sector employment. Structural, social, and labour market constraints restricted access to fair and stable work, while limited data and insights hindered the design of effective, inclusive employment strategies.
We conducted a comprehensive labour market assessment using a mixed-methods approach, including surveys, focus group discussions, and key informant interviews. We analysed supply and demand-side constraints and developed evidence-based recommendations to inform inclusive employment strategies and private sector engagement.
